Integrated Engineer and Contractor Expertise, to Get it Done Right

Due to the complexity of working in dynamic and sensitive marine environments, and high costs of specialized equipment and labor, perhaps more than any other industry, dredging and marine construction offer numerous opportunities to save (or lose) massive sums of capital.

Construction support services are a core function of Lally LLC. As contractor and consulting engineer since the early 1990s, Lally has worked on over 1,000 dredge projects in the capital works, beach and wetland restoration, channel maintenance, and sediment remediation sectors. We are experts in designing and managing dredging programs to achieve optimal results for Owner and Contractor clients, while reducing risks, saving significant costs, and instilling integrity.

Lally supports project construction as part of Contractor teams, representing the Owner or Oversight agency. We have extensive operations experience as dredging contractor and consulting engineer on the following project types;

, with the following equipment types;

Depending on project needs, we can also deliver electronic dredge positioning, monitoring, machine learning, and other dredge performance optimization systems. Training services on equipment and best practices for key performance areas such as production, accuracy, and environmental safeguarding are also offered.

On an independent, confidential and project-by-project basis, Lally LLC has provided successful contracting support to a wide range of clients including dredging and marine construction contractors, owners, federal agencies, ports, real estate developers, and A/E consultancies.

Examples of Contracting Services we provide include:

Dredging and Marine Construction projects can be challenging, for numerous reasons. As former marine contractors, our dredge technology, innovation, economic, and operations know-how is uncommon. Lally understands the nuances and potential pitfalls on complex projects, and excels in instilling performance, integrity, and safety on the projects we’re engaged on.

In the leadup to and during construction, Lally can contribute as Project Manager, Owner’s or Contractor’s Representative, or 3rd Party Technical Advisor. Whether engaged from beginning to end, or at specific points, we identify varied ways to improve performance, and work collaboratively with project teams to optimize, and resolve project technical and contractual challenges.

Examples of construction-phase services recently completed by Lally LLC on large-scale dredging and marine construction projects include;

When it matters most, during construction, Lally LLC commits to optimizing project performance. We are passionate about marine technology and tuning it for project success. We see opportunities in most all dredging and marine construction projects, find efficiencies and assist in attaining improvements in critical performance areas like Production, Accuracy, Water Management, Spillage Control, Environmental Protection, and Safety.

To carry out dredge and marine construction performance optimization work, Lally LLC employs a range of real-time measurement, advanced telemetry and remote monitoring systems. Examples include;

Whether performing these monitoring activities on site or from a remote location, we are often able to set up alarms that trigger at pre-set metrics (e.g. permit-stipulated NTUs, offshore dredged material placement boundaries), in order to rapidly inform necessary operational changes.

Lally LLC has monitored critical dredging performance on our projects across 16 time zones (i.e. East Coast Standard Time – New Zealand Standard Time) and effectively been able to motivate improvements saving the client tens of millions of dollars using these remote monitoring technologies.

As sole-source independent consultant, or member of interdisciplinary team, Lally is often called to serve on projects requiring specialized coastal engineering, environmental, dredging engineering expertise. In these capacities Lally LLC has been contracted by governments (e.g. U.S. Department of Defense), industry clients, dredging and marine contractors, engineering firms, environmental consultants, and NGOs to help review project performance and offer ways to make improvements.

The types of 3rd Party Advisory Services we carry out include;

With over 30 years’ experience on capital works, channel maintenance, sediment remediation and beach restoration projects, Lally has first-hand knowledge of the risks marine infrastructure projects pose on the environment. Entrainment, habitat degradation, noise, water quality impacts, and contaminant release are some of the key stressors that need to be managed for the protection of marine mammals and organisms, and quality-of-life in coastal communities.

With practical knowledge of marine equipment and operations, engineering controls and permit conditions, Lally LLC engineers and biologists are skilled in implementing environmental monitoring programs that are pragmatic, adaptive and effective.

Lally LLC personnel have experience working on trailing suction hopper dredges (TSHDs), hydraulic pipeline dredges, and mechanical dredges along the Atlantic, Gulf of Mexico and Pacific seaboards, including the safeguarding of several species through dredge technology and operational initiatives. We also have experience working with specialist biologist observers.

Lally LLC can help write, setup and implement environmental monitoring plans for the following stressors;

, for receptors including Marine Mammals and Other Species of Concern, Water Quality, and Quality of Life.
