Lally LLC Engineers and Scientists are ready to help prepare for and respond to many types of marine emergencies and recovery efforts. In addition to coastal and hydraulic engineering-based climate resiliency and storm preparedness, we offer 24/7 emergency response services ranging from assisting with storm tracking, instrument deployments and damage assessment, to salvage operations, marine debris removal and oil spill response.

The damage to coastal and offshore infrastructure due to episodic natural events can be devastating. Resilient communities and commercial operators are those that have prepared, through hazard assessment, planning, and invested in engineered solutions where needed.

For both existing property owners and prospective investors, Lally LLC coastal and hydraulic engineers can perform natural hazard assessment studies to help identify potential short-term and long-term risks due to storms, namely storm surge and storm tides, high winds, and flooding due to heavy rainfall.

With natural hazards assessments that are structured and robust, owners and operators can perform resiliency planning to be able to swiftly respond to and resume operations.

Lally LLC has access to a wealth of hurricane forecasting data, real-time tracking tools and over 30 years’ experience designing for 100-year and 500-year storm events. This knowledge extends to tropical cyclone systems in the Pacific basin and southern hemisphere.

Coastal and offshore operators that plan for disruption will be more resilient in the face of natural disasters. Beyond planning, designing and building assets for an appropriate range of storm intensities, critical steps include storm tracking and asset monitoring.

As part of our Agility service contracts (Emergencies and Disaster Recovery), Lally LLC engineers and scientists can help track and predict hurricanes and tropical cyclones and install and operate remote environmental and facility monitoring equipment. The types of equipment we can deploy include;

These remote monitoring and data collection systems can be deployed prior to hurricane season, or oftentimes ahead of storms from our facilities along the Eastern seaboard, Gulf of Mexico, and CARICOM. Where possible we use leading-edge technology including advanced telemetry communications in order to acquire real-time data from command and relay centers on shore. Lally LLC also operates well-equipped mobile offices and has relationships with vessel and aeronautical services groups to ally with.

Lally LLC is experienced in conducting coastal structure, shoreline and reef damage assessments following extreme storms and vessel groundings. We can rapidly deploy to sites globally, with SCUBA, ROV or other remote sensing equipment as needed. With integrated RTK-GPS positioning, our underwater video mapping systems can document large areas underwater. From these post-storm condition surveys, team engineers and biologists can identify, locate and perform more detailed inspections on specific identified damage for repair and recovery.

As part of deliverables packages, our surveys come with assessment reports along with electronic data packages including high resolution video, photos and target coordinates. If commissioned we can extend our engineer and biologist consulting services to provide repair, permitting and monitoring strategies for impacted habitats, shoreline systems, and coastal and offshore structures.

Marine debris is a widespread, ongoing problem across the world’s oceans, shorelines and waterways. However, episodic natural disasters resulting from tropical cyclones (hurricanes, typhoons), Nor’easters, and, tsunamis, and other flooding events can create especially dense volumes of large and hazardous debris. High winds and storm surge in particular can generate massive volumes of debris, much of it hazardous, to surrounding waters. These debris, often close to population centers, require expeditious removal from sensitive marine and freshwater environments.

Lally LLC can help mitigate the impacts of marine debris. With ocean engineering, marine contractor and permitting expertise, along with a global network of marine contractors and equipment suppliers, Lally LLC offers rapid assistance to government agencies, commercial and private entities with marine debris removal planning and coordination.

Caused by severe weather conditions, accidents or abandonment, stuck or derelict vessels can create significant hazards to navigation, habitat damage, and risk of pollution.

With significant ocean engineering, marine construction, habitat restoration and permitting expertise, along with a global network of salvage operators and equipment suppliers, Lally LLC can assist government agencies, commercial and private entities with environmental safeguarding, vessel dislodgement and salvage planning. As needed, we can provide rapid response services from our offices or travel to support field operations.
