Hylebos Waterway Sediment Remediation Project
Upon leading an industry-shifting Precision Dredging Pilot Study in 2000, Lally was requested by environmental consultants planning a segment of the Hylebos Waterway cleanup within the Commencement Bay Nearshore Tideflats Superfund Site to share technical knowledge. Beginning in 2001, Lally educated this team on numerous innovative sediment remediation technologies and approaches that could be applied to cost effectively complete the Hylebos Sediment Remediation Project and other cleanup projects in USEPA Region 10, including;

Employed then as program manager / consulting engineer by the marine contractor Bean Environmental, a joint venture between Bean Dredging Corporation and Royal Boskalis Westminster, Lally assisted the environmental consultant with development of the Hylebos project dredging, water management and material transloading technical approaches and remedial design plan under a collaboration agreement between the site owners, and Bean Environmental.
Despite challenges encountered during construction, Bean Environmental succeeded in removing approximately 360,000 cy of contaminated sediment from the Hylebos site over the planned seven-month construction window, while establishing industry-leading accuracy standards, water management, and contaminant cleanup performance. The innovative remedial technologies and methods shared with the project now form the basis for most contaminated sediment remediation projects in the Pacific Northwest including on the Lower Duwamish Waterway Superfund Site and Portland Harbor Superfund Site.
